The water ring piece is an easy quest that can be done anytime, although it does cost a bit to get started. First, though, you'll need the Water avatar. To get it, go to The Well in Grophtown and throw in 10,000gg.
Step One: The Sea Gate[]
Now that you have the Water avatar, go to Aquaria, to the Sea Road, and click on

the notice that pops up. You'll be taken to the Sea Gate, with a puzzle in front of you. The five disks each have a word on them in Zethac. Translate each one, and choose the most obvious answer. The location of each word is random, but the disks are numbered clockwise from the top. Choosing any other disk but the right one (even if you translate the word that's on it right) just refreshes the page. The one you want is water (obviously). I think the 3 zethac characters in the top are just there to confuse you into thinking it's a cipher. If anyone knows if they serve a purpose, add it here.
NOTE: The code you enter, water, MUST be in lowercase as it is case sensitive.
